الدكتورة أفنان الخالدي هي باحثة متميزة وخبيرة في إدارة العمليات والمعلومات، متخصصة في المجالات الاستراتيجية للمدن الذكية والحكومة الإلكترونية. حصلت على درجة الدكتوراه في إدارة العمليات والمعلومات من جامعة برادفورد، ودرجة الماجستير في الإدارة الاستراتيجية من مدرسة الكويت ماستريخت للإدارة، ودرجة البكالوريوس في نظم المعلومات الإدارية من جامعة الخليج للعلوم والتكنولوجيا. يتميز عمل الدكتورة الخالدي الأكاديمي والمهني بالتزام عميق بدمج التكنولوجيا المتقدمة مع الممارسات الإدارية لمواجهة التحديات المعقدة في تطوير المدن والعمليات الحكومية.
تشغل حاليًا منصب عميد مساعد و أستاذ مساعد في الجامعة العربية المفتوحة – فرع الكويت، حيث تُعنى بالتدريس الأكاديمي الصارم في مجالات الإدارة، وتسهم في تعزيز الابتكار وريادة الأعمال بين الطلبة. وتتمتع بسجل حافل بتطبيق خبراتها في البيئات العملية، خاصةً من خلال دورها كمستشارة لمشروع مدينة الحرير الذكية في بلدية الكويت، حيث تسهم في التخطيط الحضري الاستراتيجي ومبادرات التنمية الاقتصادية
تمتد خبرات الدكتورة الخالدي إلى مسؤوليات تحريرية هامة، فقد عملت كمحررة لإصدار خاص في مجلة المدن الذكية، حيث تناولت قضايا التكامل التكنولوجي وآثاره الاجتماعية والاقتصادية. كما أنها عضو في المجلس الاستشاري التحريري لمجلة إدارة سياسات العلوم والتكنولوجيا، وشاركت كمحررة كتب في سلسلة التحول الرقمي في التعليم العالي. تدعم أعمالها التحريرية نشر الأبحاث المبتكرة في مجالات تخصصها، مما يعكس التزامها بالتميز الأكاديمي والتطبيقات العملية في تطوير المدن الذكية والحكومة الإلكترونية.
